Congratulations Frank Carter '20
The Department of the Navy awarded WPS senior Frank Carter (Lewes) a full, four-year Navy ROTC Scholarship to attend Notre Dame University. The award was presented in December while attending the Army/Navy Game in Philadelphia. Last week, Frank also received an appointment (acceptance) to the United States Naval Academy. He has big decisions to make by May 1st!
